Exactly so. The obvious conclusion is that if Polish women have to rely on a quota system to make progress in politics, they must be incapable and pretty well useless at the job.

We should draw exactly the same conclusion from all examples of quotas, whoever the intended benficiaries may be. A quota system is a public admission of the inadequacy and failure of the people favoured by the quota. Capable people don't need such artificiality or dishonesty.
