California Coalition for Families and Children Announces that Embroiled San Diego Psychologist Dr. Stephen Doyne is Asking a Court for Monetary Sanctions Against Former “Whistleblower” Patients Accusing Doyne of Fraud and Abuse
San Diego, CA – California Coalition for Families and Children (“CCFC”)—Amicus Curiae in a San Diego Superior Court “whistleblower” lawsuit accusing San Diego psychologist Dr. Stephen Doyne of defrauding thousands of clients—announces that Dr. Doyne is now seeking to sue dozens of his present and former clients for sanctions in San Diego Superior Court.
According to the CCFC, last week dozens of Doyne’s former clients made “whistleblower” claims in court that Doyne defrauded them and others of millions of dollars. Doyne responded with a request that the Court make his former clients and their attorneys pay Doyne even more thousands of dollars in sanctions—simply for making their claims. A hearing on Doyne’s request for sanctions is scheduled for Thursday, December 3, 2009 at 8:30 a.m. in Department C-70, San Diego Superior Court, Hall of Justice, 330 W. Broadway, San Diego, CA 92101. A press conference in front of the courthouse with Dr. Tadros, his attorneys, and Doyne’s former clients will follow.
Background: According to attorney Colbern Stuart, a spokesperson for the California Coalition for Families and Children--Dr. Stephen E. Doyne is the most prominent child custody evaluator in San Diego, working at Scripps Health in La Jolla for over three decades. In early 2009, Dr. Emad Tadros—Scripps Mercy’s Vice Chief of Behavioral Health—investigated Dr. Doyne’s resume. Tadros discovered that Doyne made numerous false claims about his qualifications, certifications, degrees, and experience. Tadros raised the issue with Doyne, requesting that Doyne substantiate the claims on his resume. “Dr. Doyne refused even to address the claims, and continues to refuse even to this day” says Stuart.
According to Tadros, he sued Doyne to require that Doyne remove the false information and cease making further claims regarding his qualifications. Papers filed in Dr. Tadros’ case establish that institutions Doyne claims to have attended or been affiliated with deny the claims on Doyne’s resume. Other papers establish that several of Doyne’s claimed “Honors and Awards” were obtained from a notorious “diploma mill” which has issued a high-level psychological certification to a cat.
Dr. Tadros states that soon after he filed, his lawsuit was joined by dozens of Doyne’s former patients who raise similar concerns, corroborating Dr. Tadros’ claims. These former patients, through the CCFC and NCFM, claim that Doyne continues to “pad” his resume with false qualifications, and is also committing federal mail fraud, bank fraud, tax fraud, and wire fraud in violation of numerous state and federal laws, causing injury to the San Diego family Court, family court attorneys, and San Diego families and children.
The CCFC and NCFM allege or intend to allege that Doyne makes over one million dollars a year billing clients for services he does not render, recommending unnecessary procedures by a large network of psychologist colleagues, administers unnecessary and harmful procedures to his many children patients, overbills, and violates state and federal patient and child privacy laws while working with vulnerable San Diego families and children going through the crisis of a divorce.
Doyne responded to the claims of his clients by seeking monetary sanctions against them for raising their concerns. Doyne is now asking a judge to order that his “whistleblower” clients pay Doyne additional thousands of dollars in sanctions.
Former San Diego City Attorney Mike Aguirre has taken the case against Doyne. “The charges against Dr. Doyne are very serious. I am concerned that Doyne’s conduct has gone on for years with thousands of San Diego clients and patients, including many children. These practices have cost families and children their homes, retirement plans, life savings, and kids college funds worth tens of millions of dollars. Most of the parents I know who have worked with Dr. Doyne lost almost everything to Doyne.” says Tadros.
“Essentially, we’ve uncovered abundant evidence showing that Doyne is a con artist, but rather than addressing the evidence, Dr. Doyne claims he can’t be sued because he often works in County Courts. In other words, he’s saying ‘I have a license to harm and steal because I work in a Courthouse.’ It’s very disturbing” says Dr. Emad Tadros, plaintiff in the action against Doyne.
